The yellow and purple borders are collected first. By the halfway point a pink cross shape with numbered tiles remains.
Tip for this level
Treat the numbered tiles as their own target. Clear the borders around them before deciding which bobbins to spend on the pink.
Board doesn't match? Pause after the first few taps and compare the bobbins waiting at the bottom. If they differ, you have another version of Level 21. The rules and general tips still apply.
